This will form a truly humongous communications provider with a market cap of $36 billion, something that Alcatel Chairman and CEO Serge Tchuruk always wanted his company to be.&lt;br /&gt;&lt;br /&gt;Alcatel shareholders will own 60 percent and Lucent shareholders 40 percent of the combined company, which will have revenue of $25 billion. After a regulatory process, the deal is expected to close in the next six to 12 months. The combined company anticipates $1.7 billion in cost synergies within three years.&lt;br /&gt;&lt;br /&gt;With the current political situation in France, it will be interesting to see how the French take to Lucent CEO Patricia Russo, an American, leading the new enterprise. The new firm will be incorporated in France with a new name to be determined at a later date. How does Lucatel or Alcacent sound? Not bad eh.... In early December last year, SBC applied for a number of encroachment permits with no mention of  Project Lightspeed. The city thought it to be routine system upgrade work on its regular phone service--until recently. Now that the city has found AT&amp;T installing Project Lightspeed cabinets and making other upgrades to its equipment, the operator's permit has been revoked and all work has been stopped. AT&amp;amp;T says it's spending between $4.2 billion and $4.8 billion to upgrade and ready its &lt;a href="http://www.akimbo.co.nr"&gt;IPTV&lt;/a&gt; networks. It also holds that as a regulated telephone company, it doesn't need to apply for a cable franchise. It's safe to say this is only the beginning of the regulatory battles between the telcos and cable operators over this nascent technology.&lt;br /&gt;&lt;br /&gt;In a similar incident in Walnut Creek, SBC began upgrading above-ground copper wires as part of a service upgrade. However, the city required a franchise agreement as the lines would complement Project Lightspeed. AT&amp;T (then SBC) sued Walnut Creek over the disagreement last year. Despite the resistance from Livermore and Walnut Creek, neighboring San Ramon has authorized a draft resolution in support of Project Lightspeed. Many consider the sprawling Telecom Act the most lobbied bill that ever hit the Senate floor, while former Federal Reserve Chairman Alan Greenspan called it one of the most important drivers of the economy in the late '90s. Forty-two percent of those surveyed expressed interest in IPTV since it would be less costly than cable or &lt;a href="http://www.freesatellitedish.co.nr"&gt;satellite&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;The survey results suggest that the adoption of IPTV could threaten cable and satellite services. Seventeen percent of the respondents said they would cancel their existing TV service for IPTV; 67 percent said they would keep their existing cable or satellite service and give IPTV a trial run; only 7 percent said they would add IPTV to their existing service, and the remaining 10 percent did not have cable or satellite TV but said they would adopt IPTV. The survey also shows that 33 percent of the respondents were most comfortable with cable companies like CableVision and Comcast to deliver IPTV services. This is in contrast to their 2004 finding that consumers wouldn't benefit, based on faulty data the agency obtained from the cable industry. The "a la carte" system will replace the bundled services offered by the cable industry. The new system also promises to give more parental control over the amount of violent and racy programming that children are exposed to on TV by customizing packages.&lt;br /&gt;&lt;br /&gt;The National Cable &amp;amp; Telecommunications Association (NCTA) does not find it appropriate that Washington would mandate how the industry runs its business. Industry analysts cite First Amendment concerns, saying that diversity voices could be lost if smaller niche networks catering to minorities are forced out of business. Privately held SkyStream was founded in 1996, enjoyed seven sequential years of revenue growth and just recently attained profitability in the fourth quarter of last year. In 2005 its revenue was $30.7 million, up 43 percent from the year before, with a gross margin of 65 percent. Tandberg's position as a force in the IPTV, cable, satellite and on-demand markets will be further solidified by the acquisition. SkyStream claims more than 300 clients worldwide and is a leader in the IP content delivery business, particularly for MPEG-4 encoding and transcoding.
